IS HACCP / ISO 22000 MANDATORY? WHAT BUSINESSES NEED TO KNOW

In the context of increasingly stringent food safety regulations, many businesses ask: Are HACCP or ISO 22000 mandatory? Or are they merely “passports” for export and marketing purposes? This article clarifies the legal nature of these standards, helping businesses avoid misinvestment and seize growth opportunities.

1. What are HACCP and ISO 22000?

HACCP (Hazard Analysis and Critical Control Points) is a food safety management system based on hazard analysis and critical control point monitoring.

1 For establishments manufacturing medical nutrition products, foods for special dietary uses, dietary supplements, and nutritional products for children up to 36 months of age, it is required to apply certification of the Hazard Analysis and Critical Control Points (HACCP) system or the ISO 22000 Food Safety Management System or the International Featured Standards (IFS) or the British Retail Consortium (BRC) Global Standard for Food Safety or the Food Safety System Certification (FSSC 22000) or equivalent certification or a Certificate of eligibility for food safety conditions in compliance with Good Manufacturing Practices (GMP) in production and business activities from 31 December 2026.

Note: This decree is currently suspended pending the amended Food Safety Law.

=> Nevertheless, authorities still require hazard control systems in practice.

2 . Export businesses

Markets such as the EU, USA, Japan, and Korea…

=> HACCP is almost a prerequisite for market access

3. Supplying to supermarkets or large F&B chains

(e.g., AEON, Big C, WinMart…)

=> Certification is required by partners

4. High-risk food sectors

(e.g., processed food, frozen food, seafood, meat…)

=> Subject to stricter regulatory control

4. Why “not mandatory” still means “must implement”?

This is a common misunderstanding.

=> In reality:

- Legally: Not fully compulsory

- Commercially: Practically required

Examples

- No HACCP → Difficult to sign contracts with supermarkets

- No ISO 22000 → Limited export opportunities

- No system → High risk of penalties during inspectio

=> Conclusion: Not implementing HACCP means excluding your business from major market opportunities.
